Okay but Florida alone has well over 4/5 of lawsuits by insured individuals against their homeowners insurance companies for the entire nation. It's horrible that innocent people get assumed to be committing fraud but, let's be honest, most of them are fraud pushed by extremely sketchy contractors lying to the homeowner about what caused their issues. It's not like Florida magically has 40-50x the rate of homeowners insurance claims. Boo hoo, extremely unsavory fraudsters preying on homeowners can't just file a lawsuit, settle right before trial, and run away with 75% of the settlement anymore. Oh no.

Edit: also important to know that DOAH hearings have shorter timelines than normal court. This means that your average totally-not-fraud plaintiffs' attorney mill can't get away with doing absolutely nothing for 2 years (which they're notorious for in the Florida legal world) and then settle right before trial after failing to prepare for 2 years. They often lose DOAH hearings because suddenly their breathtaking laziness is losing them cases.
