The 1:1 rule honestly sounds like something a teenager would come up with because it sounds cool (and of course the teenager didn't even bother to do basic back of the napkin type calculation as a sanity check).

It probably was. That whole DOGE mess which dismantled federal institutions was just a bunch of techbro teenagers after all.
