Not necessarily. They could be selling at a loss in order to gain goodwill. It could also be in the hope that tax incentives return to limit the duratiom of losses. Though it's almost certain that the MSRP could have been lower since companies don't tend to leave profits on the table.
Tax credits always go into the hands of the seller even though the buyer might think they are getting money back.
On the third hand, maybe they never would have made them in the first place?
