It still is, you can go up and look out through her crown. You used to be able to go all the way up to the torch but that was closed a couple of decades back due to structural concerns.

That's what I was thinking of. I knew at least some had been closed off, but thought it was the whole interior.

Fun fact, before the statue was placed on Liberty Island the hand with the torch was placed in Madison Square Park as an attraction to help raise funds to put the whole thing up.
