Leather steering wheel, and I cannot get this residue out. I've only tried leather cleaner / conditioner so far though.

Can't see the picture, but are you sure it's leather and not polyurethane? If it's plu, then I think you'll have to replace it as it's breaking down and will eventually crack and get plastic dust everywhere.

I'm almost positive it is, should be stock with a 2002 WRX.
