I discovered yesterday that Deezer's primary stakeholder is Len_Blavatnik a Russian Oligarchs via Access_Industries

And before that I thought it was a good alternative of Spotify, glad to see they didn't make the same mistake on this website

Qobuz which is French not like Spotify that is under US flag but also pays artists like shit and harvest personal data

If one is actually against Russian aggression against Europe, Spotify is a great choice. Their founder Daniel Ek famously invests a lot of money in a european defense company.

Does this site offer an API?

I haven't found one of the many directories (https://www.goeuropean.org/, https://european-alternatives.eu/, etc.) that offer an API to this data. More than listing alternatives, for real adoption, we need to put this information in front of regular users when they need to use/pick one of the non-EU products/services.
