I had this after TvOS 17 update….. This occurred when i had power outage and the backup power supplied power to Apple TV automatically and the boot loop started. I have had power outages before but it wasn’t an issue before TvOS 17 Update. So in attempts to recover it, I unplugged the power supply for quite sometime and tried turning On again after 5 or 6 failed attempts…. Long pressing siri remote power button during the boot loop popped up a Bluetooth logo + iphone on the TV display, and I Got a Notification on my iPhone to keep it near the TV to Restore the TV…. It pushed restoring package from iPhone to Apple TV wirelessly via BT and restoring it after 20-30 mins.
