No, in the episode Starship Mine a bunch of criminals want to steal stuff from the Enterprise while it's getting deep cleaned via some deadly beam.
Picard is the last staff on board and pretends he's the barber Mister Mot when spotted by the evildoers. While escaping and sabotaging the criminals' plan, he uses the neck pinch against one of the space gangsters portrayed by Tim Russ, who also played Tuvok in VOY.
Oh yeah. I forgot about the Die Hard episode.
