They really didn't give much direction at all on how Klingons should look back then. The actor and makeup artist basically came up with it on the spot.

I always assumed it was a comparison between the West and the USSR. One could swap the populations and few would notice. It was a culture and leadership thing.

In Next Gen the USSR was gone, so they no longer needed that angle.

This is all assumption though.

A lot of people think that's what it was.

That said, TNG started in ~~1997~~ 1987 and the USSR collapsed in 1991.
