I'm not completely sure, but I think every instance can block/ban certain users. So if you post in lemmygrad with a lemmygrad user, then only lemmygrad mods/admins will be able to ban you yes.
I think it's very telling that once they run out of talking points, they resort to throwing a tantrum, swearing at you and demanding to be banned like it's a victory.
