it said "maintain", not "hold".

so in essence, you may do a stable constant temper instead of an impulsive/explosive one.

I'd say it's generally good advice, but incomplete. Keep your temper under control, yes, but then deal with the issue that caused your temper to flare. If you're just holding on to the anger then no.

Yeah. Pretty much my thoughts. Anger serves a purpose. And there are definitely people out there whose problem is not expressing their anger enough. (See Schizoid Personality Disorder, for instance.)

There are definitely people who need to hear the advice in the OP, but it's probably good to contextualize a bit.
