86 is a restaurant term to remove a product from the menu, typically it is done due to running out of a key ingredient. It has since seen some broader use.

In this situation it is meant as a call for Dear Leader's removal from office; a call for impeachment, conviction, and removal. The regime is purposefully misinterpreting the meaning and deeming it to be a thought crime.

There is one near where I work, but they are quite literally never open. They aren't out of business and their facilities are kept up, but it somehow just persists in that state.
