Western Democracy is such a sham. Vote totals do not transfer to power in any linear way. It happens in Canada as well, where the two leading parties get about the same amount of votes but one of them gets the double the power. It's nonsense.

The PM is restrained by their party in the way the president isn't is my response. I know the leading party is basically in total charge, but the prime minister themselves is just the elected representative of the parties greater will. The Democrats can't just remove Biden if he is deeply unpopular the way the Liberals could replace Trudeau if he was especially unpopular. The PM's power is diffused throughout their party in the way a sitting presidents isn't.

 

I had a short conversation with a friend and we discussed whether the President of the United States or the Prime Minister of Canada had more power in their respective countries.

They just ruled Biden can kill a man.

(In retrospect I'm frustrated with the limited nationalistic framing our conversation had).

They'd have to make a big change where basic resources come not from inhabitated planets, but instead uninhabited ones. You'd instead fight over the limited uninhabitated planets for basic resources, while conveting inhabitable planets where you can turn those basic resources into something useful.

I forgot to mention the caretaker robot civic that lets you collect biologicals and give them their best life, so even though bios technically have jobs, they're effectively unemployed artists. And then you can also play an imperialist marauder that steals pops and resources from other empires and maxes out living conditions for those living within your borders.

Utopian Living Standards (unemployed pops generate science/unity) with busted pop growth from the bio route. I'm sure you could find specific civics that synergize. I can't remember off the top of my head. I do know hive minds have a civic that makes unemployed drones generate extra science. The hard part is always getting enough basic resources to support your unemployed population. I do find that at the end of utopian commie play throughs where I control most everything unemployment is rampant and it's fine because I'm generating so much.

There are builds that benefit from unemployment, they're usually stronger at endgame though, or if you have someone else feeding you resources.
