With the project starting in London the mailing lists have a lot of inertia behind them for British mappers. If you join I'd recommend a dedicated email address.

If they have started construction they are definitely verifiable enough to map.
The road markings might justify a
public\_transport=stop\_position
if that is common in your area, otherwise I think should be enough to just add a node withhighway=construction
andconstruction=bus\_stop
