Only a few years? What's the math on that? I looked into it and the minimum was 20k. When I looked at it I think it would take around 40 years to break even on premiums. It's not about the replacement cost of the vehicle but about damages that you could be liable for. If you're liable for a hospital bill, that minimum won't go far.
It probably varies based on states but in CA you can put a deposit in with the DMV in lieu of getting insurance. The deposit would be used for any damages you are liable for. I don't remember the amount but it made insurance seem like a better deal to me personally since the coverages went way beyond the deposit amount.
Check the laws in your state. I doubt it says anything like "stay in the middle lane if you're going to be in the highway for a while" or "middle is for general travel", which means you're probably the driver camping in the middle lane when you should be moving over.
I've been in the same situation, drives me nuts.
This is why it's best to avoid asking questions and rather send messages that inform, when possible. Say things like "I'm going to do this unless I hear otherwise" instead of making it a question. I try to put the burden on them to change an action or simply give them the option to not reply at all.
Of course, sometimes it just isn't possible.

I was in this situation once, I went for the pass, it was taking too long to pass and I noticed they were also speeding up, so I pick up the pace and start the jog and they did the same we started to get into a full sprint. It went on for a while until we got to the corner, he went left and I waited for the light. Never saw him again. To this day I'm not quite sure what happened.
