It has always depended on enforcement. I had to take a city bus to high school and there was frequently a student or two who would toke up on the buss. Most of the drivers didn't care and we would all get to school smelling of that nasty shit. This was in the 1970s.
It looks really good. I wish they would include a video with more game play mechanics along with the promo video. I usually try to see a let's play on utube before buying, but they sometimes have spoilers.
