The same is true when you put a cone in front of a human driver’s vision. I don’t understand why “haha I blocked the vision of a driver and they stopped driving” is a gotcha.
These aren’t passive victims, they are operating harmfully dangerous machines at high speeds on roads shared with the rest of us.
To put your number into perspective, if it only failed 1 time in every hundred miles, it would kill you multiple times a week with the average commute distance.

The serious non-joke answer is the same as the one for these standing seats: emergency exit speed. When an airplane crash lands you have like less than 2 minutes to get everyone out before the huge inferno happens and roasts people. So for standing seats that pack even more people into an airplane, they have to prove that they can still get everyone out before the deadline. For laying-down seats they would have to prove the same thing.
