In the US this is different in each municipality, with the majority not allowing it. Many places that do allow it also do not allow glass, only plastic cups or cans.

Fun fact; cats can drink straight seawater. Mad good kidneys or something, so the soup is going to get far too salty for a human before it gets too salty for a cat.
