The question assumes a purpose or reason other than "because that's just the way it is". If the universe was created or built the question is reasonable, but if it wasn't then it really doesn't have a deeper answer.

Ignorance can be remedied through education. Stupidity, not so much...

That said, most people could be smarter if they were taught to think, but thinking ability is not the same as knowing facts.
