It took me way too long to realize she was wearing barbed wire, and i still feel like i'm missing something.

No, there is no deep meaning. I've updated the post body to clarify:
Every time I would scroll [too fast] past an image of the burning Nepal parliament building, I would see something like this.
...so now you can see it too. Though the thought behind the title was that someone might be scrolling too fast (much like me) and presume that this is the same ol' parliament burning image... maybe that is what you are picking up on?
Somehow, that does not sound like confidence...
I guess that means we need... NUCLEAR jet packs!!!
