I didn't read the op. But Ukrainian refugees have a special state in Germany. This is probably about lifting that. While this certainly is worse for them, I doubt that it is really bad. If they for from the war they can still come to Germany.

Wohl nicht die, die einer Arbeit nachgehen, und gerne in der Stadt bei ihrem Job wohnen würden. Die können ja ruhig pendeln. Dafür gibt es ja extra die Pendlerpauschale.
Die Regelung mit der Karenzzeit finde ich gut. Aber wie kommt man ins Bürgergeld, wenn man bisher 7k Miete gezahlt hat?
