So it looks like he's a pretty badass undercover/financial guy, opened up shop in Hong Kong, and then

Majcher indicated that the Chinese government is one of his "major clients" and he was working to help recover $1.2 trillion US in funds acquired through fraud.

China has this problem of rich people/corrupt officials ignoring its currency export regulations and taking ill-gotten gains overseas including Canada.

So I guess Majcher's victims aren't exactly squeaky clean and innocent... But this case is a good illustration of one of the tools the Party has for operating abroad (particularly in the current context where foreign interference in elections is getting a lot of attention).
