It says frozen, not confiscated. Frozen means it can't be confiscated. Because it's frozen.

Yes it’s frozen so Russia can’t take it out. And now those frozen funds have been confiscated to give to Ukraine.

This isn’t rocket science.

I hate to be the one to shatter your innocence, but they're the government and can 100% take it if they want to, and they can push you down in the sandbox too.
