So it appears that I've been successful in my interview last week. It's about a 2 month contracting process, but both my managers are happy to be referees.
More money, longer contract and more importantly, no one reports to me!!!!

Thank you, still have to go through some governmental hoops until I get the formal offer, but already have stuff in writing.

Essentially yes. They'll be sending me my remuneration package, once I accept it, they do reference checks and such (standard gov stuff), then my role gets their big chiefs endorsement, then I get the formal offer.
Unless I say no, which I'm unlikely, or their big boss not sign off (also unlikely), locked in.
