Garmin is definitely what I would have recommended until a month ago when they started pulling subscription crap.
They're still better than Strava though, so if that's what you've been using so far it could be worth it. Polar also introduced subscriptions in the last month. I'm not sure about Wahoo, Hammerhead, or other fitness brands.
I have a Garmin watch. I haven't ever seen any segments or personal record tracking, but maybe I'm not looking in the right spot?

Hammerhead is at least subsidized by SRAM.
