Can anyone explain that final line about the gift?

There's this gift exchange game that people play in groups called "white elephant" where people exchange gifts, and after the gift is exchanged between people. The gifts get "locked" to a person who received that gift after being exchanged a number of times.

I guess it's at a birthday party and the gifter wants the birthday child to experience the gift opening first, then enter a world of surprise.
