On one hand, yes; on the other hand, it was deliberately left out of both of the revised Soviet law codes before Lenin died. Considering that the Sovs were running an effective one-party state at that time, it's not like they were hard-pressed for political capital and in need to carefully choose what they proposed.
I find it more likely that Lenin, unlike Stalin, simply did not care about the issue or care about wasting Soviet resources on persecuting LGBT folks. And considering the time period, that's far from the worst stance possible.
