Yes but given the chance, the people won't form an anarcho-syndicalist commune. We know this because they have the chance to form an anarcho-syndicalist commune right now and they haven't.

One thing I think we can all agree on is that strange women lying in ponds distributing swords is no basis for a system of government. Supreme executive power derives from a mandate from the masses, not from some farcical aquatic ceremony.
