If a government wants to vaporize a civilian population, all they have to do is pretend there are enemy combatants hiding amongst them "using them as human shields" and "we can't let them think that works or they'll do it more". Funny how they always keep doing it anyway though. It's almost as if it doesn't matter whether it's actually happening or not and brutal fascist regimes will pulp children and parents alike into chunky salsa irrespective of their claims' validity. Huh. Really makes ya think.

That's kinda the problem with grass roots insurrection, they aren't exactly a state apparatus and therefore they "are" the civilian population. The "nation" fighting back has the obligation to not over escalate or end up being the monsters. This is where diplomacy would traditionally come into play, but we are in a new age of deceit and ignorance of traditions , and when the "defenders/aggressors" only want to use force...

Theyve governed for almost two decades at this point. They are a state apparatus, they are NOT the civilian population.
