Russia not giving a shit about takedown requests is one of the good parts about the country
It's not always true, but generally copyright violations are in the tail of the priorities' list.
If the Russian alternative to GFW happens (apparently they are building that, but it isn't satisfactory yet), I think the problem will resolve itself.
