The bad actors wouldn't bother with the fediverse in the first place during election cycles if we didn't matter.

That's true conceptually, but the Fediverse is too sparse and casual to be an actual catalyst. The best you could say is that members might talk about ideas and issues relatively early compared to much of the wider web, but that only makes it a (fickle) weathervane.
