Having ~~served~~ lived with numerous cats in my adult life, I'd guess it was to keep these two (+?) from assuming the shallow window sills were not, in fact, traffic options while OP is cooking/cleaning/otherwise not paying direct attn to said devious, needy feline interloper. ๐
Those innocent babies never did nuffing!
But the netting appears to be outside the glass.
