It takes 50 votes + VP to change the rules, and rule change is immune from filibuster.
Or the VP can just overrule the senate parliamentarian, they only never did that because "norms and traditions".
I know. But they don't want to get rid of the filibuster. The Republicans in the Senate are much less in sync with Trump than House Republicans. Since they're too chickenshit to really stand up to him, the filibuster allows the Democrats to do the work of denying cloture, and Republicans get to avoid the threats that come with openly defying him.
The VP can override the parliamentarian, but the Senate can override the VP's override. And it's worth pointing out that the Senate is very protective of its norms and traditions against outside influence, even now.
