I get your point, but in many areas shelter is not an option, it's mandatory. Get caught sleeping on a park bench or out in the woods, straight to jail..
Sleep is a necessary biological function, but you're not allowed to do that in public or on property you don't rent or own in most places.
Hey I don't make the rules, if anything I don't mind homeless people popping a tent up out in the woods (which itself is technically shelter from rain, snow, etc), as long as they're not causing harm, committing crime, or leaving trash all around..
