It depends on what it is for. If you are meeting someone you should generally give a specific time (and stick to it) to avoid wasting each other's time. The only time a range like that is appropriate is if you are dropping around to someone's house or doing an activity where you will catch up with each other but where seeing each other is not the reason for meeting.
Nope. Agree with Raven - if I am popping round someones house or maybe meeting at the beach or somewhere casual they will be at anyway then it might be a range and I text when I am on my way/know firmly. But meeting somewhere I give a time. And also usually update when I am on the way . It's just polite. I always figure 10 mins either side is reasonable wobble room.
