Not supporting it but lore wise it makes sense. The UNSC are (were?) fascists.
But also a relatively unified, inclusive, and liberal world government? And yes, quite xenophobic, and militaristic, and shady/oppressive with stuff like ONI. And the xenophobia was kind of understandable.

In other words, I'm pretty sure the Trump administration would classify the UNSC as 'woke' upon deep analysis. Which says a lot.
The United Earth Government was an authoritarian, inclusive, and militaristic government. They acted as a mercantile empire with their colonies. Still, as authoritarian as the UEG is, as shady as it's intelligence agency (ONI) is, what the Republicans have turned into is far worse.
The UEG would not encourage killing migrants and refugees. The Republicans are.
Where Republicans seek to institute a form of ethnostate theocracy, the UEG has freedom of religion and couldn't care less about the color of your skin or which region you come from.
