IANAE (I am not an expert) but immediately I see some problems - lack of mobility due to the trailing hose, pressure and weight of the water causing mobility issues, volume of water required to be useful would be significant, and I wonder if that water simply evaporating around you would just be a steam cloud.

All I can think of is steamed firefighter... Water conducts heat pretty well, right?

Drop the air hose for a modern tank. You're trailing a water hose in any case, n'est-ce pas?

You got me wondering about steam. Never seen a firefighter video where that was an issue, but they're not spraying at their feet either. Might hurt visibility, but if you're not outfitted for steam, you're not outfitted for fire. :)
