Stalemate. I imagine velociraptors don't swim and have little reason to ever be in the same habitat as a giant squid, likewise for the giant squid. Large no-mans-land where their environments meet.

Let's say both species are capable of space flight. And have tech. Sorry, I should have clarified sapient to mean similar to humans

Squid probably have more potential to become super intelligent compared to a lizard/bird brain, so I'd go for the squid.

Water-filled space travel? Seems a significant disadvantage. Water is heavy, and weight is a major factor in getting to space.
