What exactly does this mean? Like can I buy a Motorola with GrapheneOS pre-installed. Will I just be able to intall it myself? Are they just working on security on Motorola OS stuff? Its pretty vague to me.
Details are not available yet, but essentially the reason GrapheneOS does not support any other phones besides Pixel devices is because they are missing certain hardware security features.
Motorola's role in this is to get those hardware security features manufactured into the phone per GrapheneOS's requirements. Once they are built in, GrapheneOS will be able to be installed, and likely there will be a pre-installed model available for purchase.
If a pre-installed model is not available, I imagine GOS will direct its users to the purchase page of the newly supported device.
