Because the actors would need to film the scene in the transporter room on Tuesday and the scene on the surface on Thursday, for shots that would be played instantly back to back on the show, so they had to strike a pose they could accurately repeat.
Plus the design of the transporter pad looks like it has a strict cylindrical volume, so it looked like they were trying to fit inside that so as not to leave behind a forearm, but they transport objects of all kinds of sizes so IDK.
Well damn at least Frakes and Dorn should've learned to repeat a pose that looked like they're being dropped into an unfamiliar environment, and not like they're at a pharmacy checkout. Even Troi's stance is a bit better in that shot.
