No, victors being the humans that wrote the story down. They wanted to control a population and indoctrinate them into their own religion, and so they told the story of the sinners across the street and how their god punished them.

Now we have a group of people who are disgruntled about how their current religion is panning out, and here comes this other guy with stories of raining sulfur and pillars of salt and goddamn this yahweh guy sounds like the kinda badass god I want on my side. I always wondered what happened to Sodom and Gammorah, and it turns out, they were doing bad things, and this guy's god had enough of it.

None of this is true. A grain fire could be the reason the city burned. A volcano. Who fucking knows. All that matters is the story that got told, and that story was used as a tool of control to convert more people to a certain religion so that the religion could have more control. It's all propaganda dressed up as holy text.
