The government literally doesn’t have the resources to take everyone they imprison to trial, and they need the private prisons filled.

Quick question: where do the people awaiting trial go?

Short term prisoners (convicted or not) usually go to jail, prison is typically for people sentenced to more than a year.

Depends on the state, but either way it overwhelms all parts of the system.
