Well, I mean... a DUI should derail one's life, otherwise it could ruins someone else's life.

My point being grandpa would be forced to pour out his car beer before spending the night in the drunk tank, receiving a small fine without even missing work. The punishments today are harsh and life-altering. They're so successful as a deterrent that many young people just don't even see the point in drinking at all, hence the reduced drinking in gen Z.
