The dosage is the poison. Basically anything can be harmful if you have the right amount of it.
Including water, which can poison you really quickly if consumed in excess.
(For that matter, my partner has actually experienced mild water poisoning and it's really scary. It happens faster than you'd expect. Consider an electrolytic drink in place of water if you expect to consume a lot, like during exercise.)
Consider how much water you drink a day, melted ice cubes, water mixed into a dish of food such as a sauce, and toothpaste. It's plenty to cause issues. Also flouride shouldn't be ingested at all. Kind of like you could drink a known poison in a small enough dose to not kill you but you wouldn't want to do that in the first place either
