So apparently there were 22 NFL teams scouting the OSU Michigan game. I don't know if this means anything, but the Bears were not there scouting that game

How standard are NFL scouting departments/budgets? Like are all teams generally pretty much similar, not necessarily in quality, but quantity? I just ask because I’m a Sox fan and I know their scouting and analytics departments are comically small compared to almost every other MLB franchise but figure in a salary capped league with more parity it would be a bit more even across the board.
