Well sometimes one team is committing more penalties

To say that 10-1 should never happen is laughable

The ratio is of no consequence as long as the call are being correctly called

So if a well coached team commits no penalties in a game against a poverty franchise that is fouling every other play the refs should ignore some of the penalties or give out unnecessary ones?
