The gameplay would be atrocious though, you'd be killed every five minutes by a Rad-Python or Gator Deathclaw

Southern California should have had those as well, so I don't trust Bethesda to suddenly do the right thing with Florida.

All the Bethesda games are on the east coast. The good games are on the west coast.

Some friends and I worked this out and what we came up with was that the everglades would take over most of florida, and the player would use a customizable airboat to travel around.

there was a planned fallout spin-off in florida, where the state was overtaken by a mutated GECK which caused it to turn to a mutant green hell swamp.
