I legit thought it was made up after that Onion video about Andorra. https://www.youtube.com/watch?v=3q_iqrvnC_4 and now I just feel bad about my geographic knowledge as a map gamer.

this is one of those things where the silly first inclination is closer to the truth than the technical truth

Andorra and the other european statelets are not real countries, they're bourgeois tax havens that use the laws of nations to obfuscate this dirty trade
