Bottom: Badr Dahlan, Palestinian, remained in israeli detention camp for 1 month.
This is phrased in a very confusing way saying 'israeli or Palestinian captives' can either mean they were captives of israel or Palestine or they're israeli or Palestinian people who are captives of the other side.
You're right. "How Israel treats its captives" would be better.

Yeah at first I read the image as top was held captive by israelis, bottom held by Palestinians, and I thought it was like one of those 
jokes where you're supposed to understand that the labels are swapped.
