Could a higher level Politics Understander help me out please? Who is this for? I get how fascists will insincerely co-opt leftist policy and all, but this statement seems to have even less substance than their typical bad-faith overtures.

My take may be way off but I think he's trying to do two things at the same time for his own benefit.
